OVERVIEW OF THE DIRECTORATE

As a service directorate HRM is charged with the responsibility of effective and efficient management of human and material resources for higher productivity. 

The Human Resource Management Directorate currently operates with three (3) divisions as follows: 

  1. Appointement, Promotion and Discipline (APD) Division.
  2. Staff Welfare and Training (SW/T) Division.
  3. General Services (GS) Division 


FUNCTIONS OF THE HRM

Through the above-mentioned divisions, the HRM carries out the following functions: 

  1. Appointment: The Directorate ensures that the right calibre of applicants are engaged to perform the functions of the Agency. 
  2. Promotion: Apart from being a motivation tool to reward hard working officers, promotion interview is a statutory activity conducted yearly to fill existing vacancies. The Agency conducts promotion interview exercise as and when due. 
  3. Discipline: Effective dispensation of disciplinary matters has instilled a high sense of responsibility in the staff and ensured that the Agency is not distracted from its mandate or refocused from its crusade in safeguarding the health of the nation.
  4. Establishment Matters & Manpower Budget: 
  • Liaising with the appropriate MDAs in sourcing for and collating all establishment circulars and relevant rules and regulations guiding the conduct of government business.  
  • Maintenance of all staff NHF data/updating of the NHF passbooks 
  • Raising of staff variation advice on appointment/promotion/upgrading of staff. 
  • Preparation and Defense of Manpower Budget 
  1. Maintenance of the service records of staff in the Records & Registry Sub-division
  • The Records and Registry is the custodian of all staff and policy files. These are updated from time to time. It has a mailing section which facilitates dispatch of mails. The activities of Records/Registry have been computerized such that reports/data of staff can be produced at short notice.  Similarly, mails can be tracked to the point of delivery 
  1. Staff Training & Development: A continuous process to ensure that staff have relevant knowledge & skills and expertise to perform consistently to high standard.  
  2. Staff Welfare: The Agency supports staff with an approved amount in the event of wedding of staff/child of staff or death of spouse/child/biological parent of staff.
  3. Crèche Management: The Creche was established in support of the mother-friendly scheme as well as to help young mothers concentrate on work knowing that their babies are in good hands and within easy reach
  4. Staff Cafetaria: To ensure that staff have access to good and healthy food at reasonable cost.
  5. Industrial Relations: A happy and safe workforce is the bedrock of any establishment. Management maintains a healthy relationship with the unions which operate within the Agency
  6. Council matters: Council meeting holds between 4 and 8 times in a year and HRM serves as the secretariat for the meetings and disseminate Council decisions to relevant directorates of the Agency  

The council comprise of 12 members: 

  •   4 members representing public interest.   
  •   5 statutory members from MDAs (NDLEA, SON, PCN, NIPRD &  FMoH) 
  •   stakeholders 2 members (PMG-MAN & AFG-MAN) 
  •   Director General NAFDAC 

The Director General reports to the Governing Council on matters affecting the Agency. 

  1. Facility Management: The HRM is the custodian of all NAFDAC properties and therefore saddled with the responsibility of managing the facilities through provision of security, sanitation and maintenance.
  2. Insurance matters: To ensure that staff have access to good and healthy food at reasonable cost.
  3. Consultancy Services: Outsourcing expertise and specialized labour for a fee
  4. Industrial Relations: Management through the HR maintains a healthy relationship with the unions which operate within the Agency
